dragon pulse may be preferred because its used more frequently than hydro pump which is also notoriously easy to dodge
twister is the only bad one to get for both attacking and defending
hydro pump is better for attacking than dragon pulse, but it doesnt make sense to use gyarados as an attacker when you could just be using a vaporeon/golduck/starmie or any other good watermon
