So I was just looking through the roms, and I made a discovery. It turns out pic related, which we thought was just a beta cyndaquil and nothing more, originally had the name "igaruu", which is japanese for "Igloo".
Based on this name, it's an entirely possible cyndaquil was originally an ice type and not a poison type like we figured by the colors. Thoughts?
