The "town" is an inn and a temple located at the foot of a small mountain, surrounded by a lush forest. It's a common training center for all the trainers preparing the League.
To get the badge you have to find and beat 2 strong trainers in the forest. One big lazy guy using normal types and a big angry guy using dragon types. You can beat trainers with varied teams along the way. Then make your way across the forest and get to the top of the mountain to challenge the gym leader taking care of a shrine.
