Mewtwo was beyond his ken, but Mewtwo was violent fatalistic who would have found a way to kill himself if he couldn't kill him, what can you do.
What gets me though is that because the Rockets exist in perpetuity mostly to keep our three favorite bumblers employed, you cannot use the broader group in ANY other capacity without instantly telling the viewer that there are OTHER Rocket operatives out there doing far more interesting things, generally more effectively, yet we get to see almost none of it. This show's motto is "aggressively do nothing", and while not the worst example it is always the one that comes to my mind first.
