This was showcased in Victini's movie. Ash becomes strong enough to jump really far while carrying two Deerling, and Tepig and Scraggy become so strong that their Ember/Headbutt is able to OHKO a Samurott/Hydreigon.
Now imagine Victini giving boosts like to one of every other Pokemon. Victini basically injects people/Pokemon with steroids.
