Its name was simply conceptualized before Pokémon expected to do non-Japan based regions and then never changed.
Collections of regions can be grouped as countries and the National Dex includes all regions regardless of the country they're a part of. They should rename it to Global but they won't and will forever remain an inconsistency in the world building. It seems like you have more of an issue with this than I do.
