A strong aura is typically associated with a strong will. And who has the most determined wills in all of pokemon? The villains!
But wait, there's more! Who says it just affects their pokemon? Aura is in all things! All of this evil trainer's friends, they become affected too! People with weak auras who respect him fall prey as well! Now he has underlings who have all become swept up under the overpowering current of his aura! And he uses them to destroy/recreate/save the world! Or just bully trial-going children, I guess.
