No matter how good you are at IV breeding there is always a part of it that is left to very frustrating chances. Also it is insanely easier for hackers make IV'd pokes that come up as legit so why not level the playing field between Hackers, RNG (which I don't count as hacking), and people who just want to play the fucking game.
