There's plenty of pretty girls in most of them, but they aren't designed for the male eye, they aren't sexualized. Well, generally. Pokemon's character design in Gen 1-3 was generally more just normal character designs for RPG characters. You can tell that at some point, what would be attractive to a male eye started to become a factor. I'll use Skyla as an example again as she's the most obvious.
