At least going by what i saw glowing when trading (Having all the Startrs and their evos) and got as trade offers, Weed Cat never Glowed and was the standard openig offer for a lot of trades, Fuecoco sometimes did,, but also had a lot of give offers, Duck was by far the most common line that was glowing and was basically never offered as a trade, so i wouldn't say it was that equal during the release days at least.
Also saw Skeledirge A LOT more in raids then the other Final Evos.
