Go look at the PU/NU tiers for Gen 5, 6, and 7. A good 2/3rds of special attackers had HP in their moveset because they lacked crucial coverage. Now NU has fucking Starmie, Celebi, Durant, Cresselia, and Obstagoon in it. Those poor shitmons don't stand a chance, they're all clustered in ZU, scrambling for relevancy
