I was tempted to explain it as "legacy character design" in that Dawn is a char VERY associated with miniskirts. I mean, she is the trad pick for Pokemon miniskirt waifu (patricians go with game Serena instead).
The actual dynamic going is probably that they tell their artists "if she's a new character, her main image needs to be based on shorts".
>>57188869Even in the unisex SV design, the female player has slightly shorter shorts. They can't help themselves, NO ONE can. I am optimistic in the next mainline we will get customization back, returning to the Let's Go standard of both genders wearing "pants" of various lengths.
Speaking of pants, I think one of these days Gamefreak will try to give us an actual pants based female main character, which would be even more progressive.
I actually think it would look cute, especially if the pants are like white or light blue and don't look mannish
