>I've played through these games a million timesThat will do it. You also probably never use repel. People complain about not encountering shinies then spend the entire game avoiding wild Pokemon. I have found 4 natural shinies in gen 3 but I also play a lot and since I don't use items I encounter a lot of Pokemon.
