ivs make your pokemon UNIQUE. it's something that is a deeper level than just natures and evs, which can be quite easily obtained. ivs are your pokemon's inherent potential. it makes the game realistic: your best bro might excel in attack but have weak speed, and that's just the way he was born. child prodigies (perfect ivs) are just as rare in the pokemon world as they should be.
evs complement the iv system perfectly by being how hard your pokemon works. he can overcome his slow speed stat if he needs to! not completely, but training helps a lot. so ivs are the "inherent" skills of your best bro while evs are reflective of how hard you've trained him. just like everyone on planet earth. inherent skill is IMPORTANT because it adds a level of realism that is not reflected in natures (personality) or evs (which are obtained easily). think of it as nature vs. nurture.
