ORAS Roxxane doesn't try to block the player from switching or try to make the player's pokemon flinch like in RSE.
ORAS Brawly has a lower level Makuhita than RSE.
ORAS Wattson has no sacrificial or set-damage moves like in RSE.
ORAS Flannery doesn't have any fully evolved pokemon or incapacitating moves like she did in RSE.
ORAS Norman has lower leveled pokemon than he did in RSE.
ORAS Winona doesn't have a held item or dragon dance for her Altaria, nor a physical flying move for her skarmory like she did in RSE.
ORAS Tate and Liza don't have more than 2 pokemon or grass counter moves like they did in RSE.
Only Wallace was the improved gym leader in ORAS.
Gen 3 was a the first generation to have most of their important NPCs know to buff and counter their weaknesses properly, but ORAS spit on that legacy.
