Spell of the Unown's magic touch was that its featured Pokemon were never the point of the movie; Shudo had the vague of idea of father-daughter connection and then used the Pokemon he was given to flesh that out. None of the other movies I've seen feel like they came from that thought process; I still haven't see Power of Us but I'm intrigued because the lack of the usual Legendary doomsday plot lends itself to that.
Then add actual nicely animated Pokemon battles to your Pokemon movie and give our characters immediate reason to act and there you go.
