For something like that to be made of skin, it would need to be thick to a certain degree, which means its going to need a lot of blood pumped to it, which would require Gardevoirs to have more body mass than they already have. On top of that, what purpose would a layer of skin like that serve? It would just be something that would take blood and body heat away from the Gardevoirs core.
It makes more sense, given how thin Gards are, that the gown is made of some kind of silk or hair meant to insulate the wearer.
