This probably isn't intentional, but maybe Jasmine's initial gym team. I believe in both the original and remake, people in the town imply that she swapped her type specialty recently. So all she has is her evolved Onix and two Magnemites she caught recently, which do spawn in the route leading up to Olivine. Although the levels don't match up.
