Arceus is in a club that excludes beings of the regular world, so they may be considered "divine." This doesn't mean all of those in that group omnipotent or omniscient, but they're far higher up than something like, say, Snorlax. The Unovan trio are very explicitly kami, and lesser beings than say, the Creation trio, but far higher than something like Zoroark.
