robbie is the leader of team rotten, but you literally only get to battle him once, halfway through the game, before he gives up on pokemon battles entirely. he spends the rest of the game being a master of disguise and cosplaying as other characters
also at some point it'll probably be revealed that looker is just robbie in disguise. or maybe robbie is looker in disguise?
