Some are going to be okay with it, some will hate it, some will wind up damaging any clothes you put on them trying to eat or paw at any stray threads and ends.
Plus Costume Pikachus are things, so we know at the bare minimum, the yellow rats are more okay with the practice. That said, I doubt that clothing is common outside of Pokémon in service roles.
