Gengar is overrated as all hell, but that doesn't mean it's a bad pokemon. I guess what people like is the simple yet effective design.. It is one of those like totoro or mickey mouse where you can draw it with just a couple of lines and it'll be recognisable. It's got a clear mischeavous prankster type personality, a big fat body and a big fat grin, i can definitely see why it's appealing. Also due to not having any bigger theme aside from that, it leaves a lot to the imagination just what type of ghost it is, is it an alb, a poltergeist, can it posess crap, can it pass through walls etc. Having said that, i think it being the only ghost type for a long while plus being shilled to hell really made it normie bait.
