Also, that manual is not a story-based one, but a marketing approval one. It says stuff like "there is no food chain" even though we have mentions of Sneasel eating Pidgey eggs, or "Pokemon never die" when we have cemeteries and Ghost Marowak in the games and even the Stoutland episode in the anime. It's not literally saying that there are no animals, but for advertisers to "play pretend" that there are no animals and not to mention them, because it would detract from the focus on Pokemon
