What they are doing is that they are going to be adjusting CP values for balance, but they aren't tinkering with the formula. So basically they're going to be looking at individual cases and adjusting them as necessary. Furthermore, they're nerfing HP and DEF for those pokemon on the higher echelons so they aren't as blatantly OP. This has nothing to do with Deoxys. This has everything to do with them wanting Gym Defenders to actually have a defense focus instead of just taking the top 6 highest HP pokemon and putting them in gyms.
