To find it, you'll need to proceed through this building. To open it, look for those giant lava lamp tubes around the Wasteland, like those in Linken Park's gym. Change them all to red. If you can't find all of them, remember that there's a ledge on the platform with two metal slides east and west that leads north, that you can jump off. Since it's facing North, it's pretty hard to see.
