You can't be made of rock AND of steel, you must chose at some point.
I'm pretty convinced they wanted to keep both because Rock makes more sense for bricks, and Steel gives it STAB Gyro Ball, but look -
Blacephalon gets a fucking signature move, and THIS does not. It was obviously intended to have Ghost-type Gyro Ball or something and then they just decided to half-ass it.
It even gets supernatural moves like Trick Room and absolutely fucking looks like the kind of mon you'd expect to use Poltergeist.
