The design philosophy behind Hoenn mons was to return to the coolness of monsters that Gen 1 had established, without any regard for how marketable the end result would look. They didn’t give a shit if they would be difficult to emulate in the form of anime or toys. This is something Johto is notorious for complying with (not to hate on Johto, I like it a lot)
