Yes, they are named after sparrows, but looking at them they take features from so many different birds that you can't really trace them to any specific bird. Fearow alone has features of multiple birds - herons for its territorial behavior and head, carrion birds for its wings, crest and flying behavior, and a flocking pattern that isn't particularly exhibited by either (herons flock in groups of a dozen or so, while Fearow is implied to flock in large groups alongside their pre-evos).
Chimera mons in general kind of lead to several argument though, like whether eevee or the beasts are cats or dogs when the obvious answer is 'neither'. I mean Zangoose even literally states in its dex entry that it's a cat-ferret pokemon, and is named after the mongoose.
