From a writers standpoint, Team Rocket is a dream come true.

They offer an opportunity to have at least ONE Pokémon battle per episode, and it can be done while giving the animators license to use the same stock footage of the same stock Pokémon repeatedly, without having to storyboard complex battles.

Also, it gives them a chance to see the protags winning constantly.

Try to enjoy them for what they are, BECAUSE THEY'RE LITERALLY IN EVERY SINGLE FUCKING EPISODE UNTIL THE BLACK/WHITE BASED SERIES>
