And yes, it is true that one of its dex entries reads "Starmie swims through water by spinning its star-shaped body as if it were a propeller on a ship", so we know it can spin very fast (underwater, at least), but so can every single pokemon that can learn rapid spin, by definition, and all of them are slow as shit except for pheromosa and tentacruel, both of which don't even make sense learning rapid spin to begin with. Starmie should have at best 80 base speed and swift swim and way higher special attack instead.
