If we see moves/abilities being completely changed, like 5th gen Wish/Sturdy, sleep counter, 6th gen Spore or Eviolite changes, then we can freak out and say gen 7 without a doubt in our minds.
summed up we basically don't know what generation it is yet, but people assume it's 7th because of a pattern that could be easily dismissed by GF themselves.
