There is literally no reason not to make these pokemon available before the elite four. No sense of mystery makes up for it. It doesn't matter that they were 'newly discovered species'. So were mareep and hoothoot, didn't stop them from being common as fuck. Sure, you can trade for them, if you have someone to trade with and are playing in 1999. Why not have the option to catch them earlier on? Why intentionally remove options for teambuilding in a pokemon game. It's an old issue in an old game that no one should care too much about by now, but it should be obvious to everyone that it was a mistake on their part.
