Everyone agrees that ground and rock are closely related, the discussion is always whether or not they're unique enough on their own. Since I already went into this with the goal of reducing the number of types, I'd say they can merge based on their composition, and not attack similarities.
Soil is partially eroded rock, and both can be found in the same places, so creatures composed of these elements should therefore have similar weaknesses and habitats. The thing that's harder (heh) to brush aside is their difference in density/structure, and how ground moves are generally earthbound while rock moves are for the most part projectiles. One could go the other way and merge Rock with Steel to form the Mineral type, but I'd rather go with the first option and simply give Flying types immunity to moves such as Earthquake and similar.
