No one knows, just like no one knows about the locked doors in the desert or the "horde of faceless men" an NPC tells you about in the swamp. Why? Because Game Freak are fucking hacks who can't be bothered to make a decent game, or even complete one for that matter.
And while I'm at it, don't forget about all the unfinished stuff in gen 7 like the golf course.
