Gastrodon, Kyurem-B, Landorus-T, Lucario, Latias, Politoed, and Jirachi die before they get to attack. Vaporeon needs to give up walling power to have any hope of even TRYING. Keldeo has the dubious distinction of being the only OU pokemon to ever use Icy Wind.
Cloyster, Mamoswine, and Starmie are the only ones with enough speed, power, and/or Ice Shard to revenge kill naturally. If you add the faster Hidden Power users into this, that's still just six Pokemon who can do jack shit with ice in a revenge kill situation.
