>>39175372Probably because you typically have to battle and beat the villain leader multiple times in the story already. Making the final boss someone you've already undermined as a threat robs all gravity and surprise from what's suppose to be a climax.
I'm fine with there being some twists, Giovanni as a Gym Leader was a good one, but feel champion isn't the right way to go about it.
