Niantic has said on multiple occasions that they don't like giving Pokémon strong Community Day moves because they think it results in everyone just being handed the best possible Pokémon (ignoring the fact that some of the GBL Community Days *cough* Fletchling *cough* have had that exact same effect) in a way that completely undermines the value of all other Pokémon of those types. Apparently, this also means that they will never give any Pokemon any movesets that make them significantly better in PvE, seemingly because the veterans won't want to use them, even though Community Day wasn't meant to give veterans top-tier Pokémon? It's almost like they're trying to have their cake and eat it too by giving Pokémon top-tier movesets in niches that no other Pokemon currently fill so that both casuals, newcomers and veterans will want a slice of the pie, and yet they don't want that to be a thing for PvE, because... balance, or some other shit.
Maybe it's just me, but I would assume Community Day would offer mainly newer players options to invest in regarding BOTH PvE and PvP, but apparently Niantic refuses to acknowledge such a position. They keep acting like moves such as Icicle Spear or Rollout have to be on par with other moves of their type (or worse), because I guess only starters and top-tier Pokémon like Metagross deserve moves that completely warp the meta around them. There is not much difference between giving Icicle Spear 80 power instead of 60 power in PvE (pic related, ranked by DPS^3*TDO) besides the fact that people will be capable of using it in raids, especially since Walrein is the only Pokémon in GO that can learn the move.
