It does not have an open structure in the same sense as BOTW where you're free to take on the Divine Beasts in any order you wish, or ignore them entirely and go directly to the final objective.
Super Mario Odyssey, Sunshine and 64 are not "open world" games just because you can pick and choose to some extent which moons/stars/shines you pick up to collect enough progress to the next disconnected area, though that still makes them all more nonlinear than Legends. Other Pokémon games are not "open world" because they had a different 'experience and solution' (team composition) to beating the Champion. "Open world" does not just mean "a game with some nonlinear design elements"
