also from what ive seen in the diamond and pearl iteration of toxic, a single use can fill an area of roughly 25^2m.
assuming some pokemon might be able to muster more of said toxic gas at a single usage is fair and i estimate wheezing to be the most capable.
my thought is if the one team of alakazam were to put protect over the city and a smaller bubble over them and their trainer, would another trainer be able to command a full team of wheezing to use toxic 10 times and turn a small city into a concentration camp?
