You'd probably would be able to feel it, but my own headcanon is that it changes stiffness depending on the situation. If a voir is happy, then the spike becomes soft and malleable, if it's angry or fighting, then it becomes hard and jagged.
So unless your not hugging or fondling your Voir against its will, the heart piece would probably feel like the gel you find in mousepads with wrist support.
Another thing I've wondered is, what would it be like to have a Gardevoirs heart piece pressed up against your chest? Assuming it is in fact an extensions of their hearts, would hugging or snuggling a voir cause them to project their emotions onto you?
