I've seen Primarina first place in several polls on Twitter from different sources or even here on /vp/, and even if you search "top ten generation 7 pokemon" on Google the first result that comes up is a poll and it has Primarina first place. You speak like there are no polls where Decidueye lost but that's clearly false.
