Enable 6v6 random/ranked battles with an ELO and league system similar to LoL which puts all mons to lvl100 like 4th gen did (last part optional but prefered).
Then, crack the fuck down on hacks iron fist style. Back in the day on Smogon's trading forums there used to be hack detectors who could tell if something had been hacked/pokesav'd even if it was legal. And we're supposed to believe that the creators of the game couldn't do the same thing?
RNG can stay for all I care as long as it isn't dumbed down to the point that a 4th grader can knock out a team in an hour that may as well have been hacked. This can be solved by GF as well to an extent.
