It would also make sense for a pokemon personality to naturally change when it gains levels and progresses through the story.
As for that training facility, it could be a place where your pokemon can fight dummy pokemon, be given certain types of berries, compete against other pokemon or a place you just leave it for a while, it's very important that it both doesn't feel like a chore to do like super training, but also feels involved and fun for the player, it also needs to be as fast as EV training is right now by the end of the game, if the player knows what they're doing.
