You can tell they were trying to make yet another Lucario clone after their first attempt at trying it with Zoroark failed, but I would blame its unpopularity largely on the fact that they decided to make it a mythical pokemon for some reason. A lot of people don't play through the games with legendaries or mythicals to begin with, but a vast majority of players won't even be able to get one legitimately since its locked behind events. I know this problem extends to most mythicals, but considering it looks like an edgy shonen character you would expect it to be at least somewhat more popular than it is.
