If the cells are colored red that indicates there is a stop in that cell and nothing else placed in that area will show up in the game. If a cell zone is full of yellow squares that means the area needs only two more stops until a new gym is created. If a cell zone is full of green squares, that means one more stop needs to be added before a new gym is created.
The sixth stop added to that building did not create a new gym because that cell zone already has two gyms, one in that building and another left of that area. Basically that area is done with new gyms unless you can conjure up enough stops to reach 20 for a 3rd gym, which is usually impossible unless you’re in a city or a big park. Sometimes you get unlucky with the cells when the other gyms go to another stop that’s out of the way. Nothing you can really do about it unless you destroy the gym and have the second gym fall back to your area which is situational. So yeah the extra stop there is good but does nothing for creating gyms. However, like I said before, the right side of the building does have the potential to to produce another gym if one more stop is added, even if that proves to be difficult.
