okay so i actually spend some time thinking about the plot(tm) and here's what i got so far:
>first gym leader who's the owner of a chain of restaurants makes reoccurring appearances around the region alongside other leaders
>one of these events is the opening of yet another one of her restaurants
>people start spreading rumours about the restaurant and shady people going in and out of the backdoor
>sneak in
>it's a hidden HQ for some team rocket knock-offs
>everything's staged to make the leader look like an innocent dimwit who didn't know anything about this
>despite the team supposedly being taken care of there's still reports of their activity around the region
>something big happens and the big plot twist is that the leader (who's also acts as the champion btw) turns out to be the mastermind behind everything and her goal is to catch moltres so she can use its powers to inflate the sun and deep fry all of her competition so the entire region has to rely her fried chicken to survive
