Aesthetically it's messy. The yellow and blue are too bright against each other causing the blue highlights to be distracting and unappealing. Lore wise, there's nothing it offers. Nothing special or interesting, not even anything cool. It's basically a regular Electric type with a mythical label slapped on, which just makes it extra lame. Gameplay-wise you don't even get to use it because it's a mythical that arrived way too late to be used in-game and isn't even that good in competitive.
It's just a bland, boring design. There's nothing else to it.
