Players would run magnet pull users specifically to counter Steel-types so their banded dragons could use outrage with impunity.
You mention pseudos like they're an exception, but every generation before VI, barring II, had a Dragon-type pseudo. You even had the non-pseudo Haxorus with its absolutely monstrous for the time base 140. Not to mention Kyurem-B being allowed in OU. There were lots of outrage abusers. It was very much click it and win once you got rid of their Steel-types.
