Since Arceus created everything in the pokeverse, he could very well be the reason why things are the way they are. Explaining why pokemon take turns during a battle, or why pokemon can only know 4 moves at a time. You'd think that 5000 IQ pokemon like Alakazam would have learned a 5th move by now, but maybe the way Arceus designed this universe doesn't allow for that.
