Would a 60% SpAtk reducing chance be enough to make it worthwhile over Tapu Lele(faster Specs user and Scarfsets outpace Pheromosa) and Magearnea(better defensive typing, not pebbles weak, Volt Switch access which allows it to gain momentum, doesn't rely on a Z-move to boost it's speed, etc)? It does have recovery and a huge support movepool, but it's such mixed bag to ever stand out. It would be able to punish Electric types switching in at least.
